Biography

Dorothy writes, speaks and teaches on public servant leadership, faith and culture. She is a popular speaker for various organizations across the country.

Dorothy is Founder and President of Christians in Public Service (www.cipsinc.org) and is a former four-term City Council member for the City of Duncanville, Texas.

A trailblazer, Dorothy was the first African-American elected to the council. She is a charter graduate of Dallas Blueprint for Leadership, and former member and Chairman of the Dallas Central Appraisal District Board of Directors. She was twice elected Board Chairman and was the first African-American to serve as Chairman of the Board. She is the author of the book, “Why We Fall.”

Dorothy is a former member of the National League of Cities Women in Municipal Government Board of Directors and is a graduate of UT-Arlington; earning a BA in Journalism and an MA in Urban Affairs. She earned an MA in Christian Leadership from Dallas Theological Seminary and a Graduate Teacher Diploma from the Evangelical Training Association. She is a member of Christian Women in Media Association (CWIMA) President’s Club.

Dorothy is a graduate of Leadership Southwest and Leadership Texas and has been married 33 years to Dr. Michael Burton.
